ABOUT S&S

Built on Arizona's Growth

S&S has been building Arizona’s roads, site pads, and underground systems since 1984 – long enough to have paved and repaved the same stretches of the Phoenix metro area more than once as the region has grown and redeveloped. That kind of tenure builds a specific type of knowledge that’s difficult to replicate quickly: an intuitive sense of how desert soils behave, how monsoon-season drainage design has to account for short, intense rainfall events, and how rapidly growing suburban areas create layered infrastructure challenges as new development pushes into previously open desert.

As the Arizona managing partner within the CIVIX network, S&S operates under the same safety, documentation, and accountability standard as every other CIVIX partner company – while continuing to serve its own long-standing client relationships across the state.

Why Arizona Conditions Require Local Expertise

Built for the Climate We Work In

Desert infrastructure work comes with engineering challenges that don’t show up in most other regions:
Expansive clay soils
common in parts of the Phoenix valley swell and shrink with moisture changes, requiring subgrade preparation that accounts for that movement
Monsoon season
brings intense, short-duration rainfall that can overwhelm poorly designed drainage systems within minutes
Rapid suburban growth
means constant coordination between new utility installation, road construction, and site development happening simultaneously

Four decades of working through these conditions is reflected in how S&S approaches design and sequencing on every project – not just the ones explicitly labeled as drainage or earthwork work.

Certifications & Relationships

ADOT-Certified, Publicly Trusted

This certification and relationship history shortens the administrative runway on new public-sector projects, since much of the qualification groundwork is already in place.

Coverage Area

Where We Work

Arizona - Metro Phoenix & Statewide

S&S serves the Phoenix metro area as its core market, with statewide Arizona reach for larger programs. As the CIVIX Arizona hub, S&S also supports network mobilization into neighboring Desert Southwest states when projects require it.

S&S Within the Civix Network

Powered by CIVIX

One Standard, Applied Locally

As a CIVIX Managing Partner, S&S operates under the same safety protocol, documentation standard, and client-accountability model as every other partner company in the network. On multi-discipline projects – where power, fiber, or specialized electrical work is also required – S&S coordinates directly with fellow CIVIX partners (ESI, ABS, CPI, and LEC) through a managing partner, so Arizona clients can access the full CIVIX capability stack through a single relationship.
